About Dr. Chang

Dr. Eugene Y. Chang is a board-certified ophthalmologist and fellowship-trained retina specialist with over two decades of experience caring for patients with complex retinal conditions.

Dr. Chang earned his undergraduate degree from Brown University and completed a combined MD/MBA program at Tufts University School of Medicine in Boston. He returned to the West Coast for his medical training, completing his internship at the University of California, San Francisco–Fresno, followed by a residency in Ophthalmology at California Pacific Medical Center in San Francisco.

He went on to pursue advanced subspecialty training in retinal diseases and surgery, completing a prestigious two-year medical and surgical Retina-Vitreous fellowship at Rush University/Illinois Retina Associates in Chicago. During his fellowship, Dr. Chang trained under a nationally recognized surgeon Dr. Kirk Packo in vitreoretinal surgery and gained extensive experience treating conditions such as macular degeneration, diabetic retinopathy, retinal detachments, and other complex retinal disorders.

Dr. Chang is known for his thoughtful, compassionate approach and his commitment to helping patients understand their eye conditions and treatment options. He combines advanced surgical expertise with a patient-centered philosophy focused on clear communication and personalized care.

Outside of medicine, Dr. Chang enjoys spending time with his family.
